If and only If you have a quality power supply, a < 70 watt cpu, and nothing extra you will be right on the edge of the PSUs limits with no wiggle room and only 20% or less capacitor aging. If it is an OEM computer or if the PSU came with your computer case, then no, it is not a quality psu.

Overtime all power supplies degrade (this is what the capacitor aging is). For this reason, as well as future-proofing the build, is why we try to buy a PSU with at minimum 33% more power then what we need. If your PSU does power the card, I would not bet on it lasting for a very long. The best budget psu in your wattage range is the antec-basiq bp430, unfortunalty the corsair cx430 is made with low quality parts and have a reputation for not lasting which is why i did not suggest that one.
