Yes this will be able to. But, you might want to go with a r9 290 as it will be able to run games that are more graphically intense on ultra for longer.

No! But it will last longer so it is worth it.

The 770 will run pretty much everything on highest settings 1080p, but don't expect 60fps everywhere. some games will get 25-30 fps maybe.
If you want extreme settings for longer, get a 290x or a 780.
