Inspiron 1720 won't boot

The power went out while I was using my laptop yesterday. Although it worked normally for the rest of the day, I had to restart it this morning and it will not boot. I ran diagnostics and the hard drive has a red X through it. Tried "repair"; nothing. Tried to start in safe mode; nothing. Tried rebooting from the OS disk; nothing, although it appears to read the disk. I'm not exactly the Geek Squad and I sure as heck do not want to buy another laptop ... Can anybody provide suggestions? Thanks.

How long have you had your laptop/desktop? Hard drives spin on little things like a disc. After a 5~20 years, they may come loose
Does your laptop give any signal or error at all? How does it not boot? Does the power button not light up at all? Or it works fine until the "starting Windows" comes up.
Give and describe everything single thing and movement your laptop/desktop does

Have you tried using 'last known good configuration'
Go to Advanced Boot Settings and use your arrow keys to move down to Last Known Good Cofiguration. Then Press enter
