That might require more power but only, marginally. Both of those cards are powered by the PCI-x bus voltage. In other words, if you can run the 750, you should also be able to run the 750SC as the maximum power requirements are the same.

Higher clocks will almost always use up more power assuming the same architecture. The only way it will use up less power is if your temperature is lower than before (for example you got a better cooler or went water cooling).
