My PC won't boot, could it be bad ram or a dying hdd?

So i've been running my pc for a while now, months exactly, and I keep getting this Win32k.sys BSOD, but I usually just ignore it, it kept going on for months and just this morning when I tried to boot my pc, I set it with no gui boot, it just hangs at the starting windows section and there's this static-like tear appearing at the top of the screen. I tried doing the one ram at one slot at a time, and it booted, to my disappointment after restarting the pc it won't boot again. I tried doing system repair on my hdd and it seemed like the hdd wasn't the cause of the problem. im really at a loss right now, the only solution I could think of is a clean install, it would suck balls if to lose all my files, my last back-up was months ago, newb mistake :pfff:

500gb WD Blue (boot drive)

A clean installation of Windows should fix it.

Will it boot into safe mode? You have the install disk then? If so, start it up and do a system repair with it
