how can i fix local area connection doesn't have valid ip configuration?

I really do not understand why all of a sudden after so many years with my laptop and Ethernet I'm receiving "local area connection doesn't have a valid IP configuration". My father has the smaller version of my laptop and the Ethernet continues to work perfectly fine. In fact it's his laptop I am using at this moment to ask and hopefully find the solution to my problem.

BELOW is FULLY DETAILED INFO (literately):
I have a Windows 7 HP Pavilion g series premium experience Intel inside core13.
Network adapter is an ARRIS TM822 broadband monitor. The router does NOT include Wifi, it is WIRED ONLY. I tried resetting the router more than 10 times and it does not fix the internet issue. I continuously keep getting the "Unidentified Network No Internet Access" in the Network and Sharing Center. I've run a command prompt ipconfig /all and by IP address it has 169... and no default gateway; it's blank. I changed the Ethernet cable to reassure that it wasn't the problem, however, it was not the problem because the Ethernet cables I have are at their best condition. So I am stuck to what else I can do in order to get my laptop to get internet access again.
Can someone PLEASE help me understand what could have caused my laptop to suddenly detect that "local area....IP configuration" [stated above]

IP address removed. Please do not post personal IP addresses, we cannot do anything with these. - G

i ran "ipconfig /all" and yes it does state that DHCP is enabled
