How many fans for a computer case? Low budget.

Alright so I'm very new to PC building. I'm currently in the process of choosing my components off of different websites. Right now i have chosen my case, (Cooler Master 311) my CPU, (Intel Core i3-3240) and PSU,(SeaSonic S12II 620w). I want to build a computer that can run the sims 3 smoothly on medium to high settings and after doing some research I've found out that i'll need to get a pretty beefy GPU. But while picking out a case run into a question. Will i need to buy another fan to go along with the case? The case comes with one and there is another spot for one but i figured that since I'm not going to be running an i7 processor and not too crazy of a computer, the one would be okay. I'm on sort of a tight budget of under $400. So do i need another or will one be good? Any help?

Solution
id recommend two to start. depends on all your hardware including your gpu but two should do you good to start. if that's not good enough after you put your build together you can always buy another. if it keeps it nice you wont have to worry about the extra noise and power usage from extra fans running you don't need. each fan you add will make a smaller and smaller difference as you approach your room temp.
