Boot loop, out of options....

Hey guys. New poster here, longtime reader, but new poster. Been building PCs for quite some time now and was always able to get an answer to a question by previous experiences, and I know most you guys hate double, triple posts etc... First let me tell you my set up. gigabyte gag1 sniper z5s
intel 4670k
ballistix tactical tracer 9 9 9 27 1866 ram 8gb
corsair hx 750
MSI r9 280 gaming edition
Seagate barracuda 1 tb
Samsung 840 120 gb SSD
windows 8.1
custom liquid cooling as-of-now CPU only
(ek 4.0 pump, dual ex240 rads, xspc block)
fractal design r4 case
combination of corsair HSP HP fans xspc 1650 fans.

Installed a ga g1 sniper and 4670k into system that was previously running flawlessly. All of a sudden I am experiencing a boot loop. Sometimes, albeit rarely, it does not happen, but 95 percent of the time it does. What exactly happens is the PC will try to boot 2-5 times (again, very randomly) before actually getting to any kind of screen. The screen remain black with no text until then. Usually, the computer will start eventually, although sometimes(again, randomly, lol sorry about the random stuff, but it may be important) and sometimes it will take me to a gigabyte screen saying that hardware may be configured wrong and giving me the option to enter bios, enter best settings and reboot and lastly enter best settings and continue. I really do not believe this is the power supply or the ram, because it was not happening 3 days ago in a setup with a asrock extreme4 with 3570k. So far I tried moving the RAM around (test RAM slots), Setting core clock speed to 100.1. Resetting CMOS. Turning off all intel video support. Disabling PLL overvolting. Setting ram to XMP profile 1. Messing around with different UEFI settings (becoming desperate). That's all I can think of off the type of my head although I'm sure there are other things I tried in my late night delirium. Friends have said to RMA the board, but for some reason I just have a feeling its not the board. Any suggestions??? At this point im willing to try anything

G1.Sniper Z5S has Operating System Support for Windows 8.1/8/7. You wrote that the motherboard and CPU were installed into a system that was previously running. So, your problem probably is that your operating system was never reinstalled and the message "hardware may be configured wrong" is because the hardware has changed since the OS was installed.

Sounds very similar to what was happening to me. Just got a new build, worked fine for 3 days, then it started crashing randomly, and it got worse and worse. Try doing what I did and take out a RAM stick, swap them both out into each others slot and see if the rebooting stops.

OS was reinstalled. When I say system I more or less mean the parts besides the CPU and MB were inside a previously working system, which would be my old rig. I should have stated this earlier but I always used the rule that whenever making a MB/cpu change it is best to reinstall windows to get rid of lingering drivers.

Well it was 2 things actually. For one I turned up the vacx or something like that to give gpu more voltage (1.15) which got the PC booting up right 80 percent of the time and the second was my fractal design front panel connectors fit so loose that I'm 80 percent shore they were causing a short here and there. Unplugged all of them and was able to power down and boot with no problem multiple times in a row.

I also did a clean install of windows which may or may not have helped. Picked first responder as answer to close it out. thanks all
