i7 960 3.2GhZ Downgraded

I have a mobo Gigabyte X-58 USB 3, and I think it's downgrading my i7 960 3.2ghz. When I open CPU-Z, it states that my CPU is running at half speed, 1.6GhZ. I've tried multiple ways, I've used programs to use maximum CPU potential and it still didn't not go to 3.2GhZ or any higher. Please help me, figure out this problem

Does CPU-Z always post the same frequency?? or does it change to a higher number. I use CPU-Z and the frequency on the i5 3570K will change from 1.5GHZ to 3.9GHz and anywhere in between often. But The frequency is usually lower that the default Clock speed. Try running a CPU stress test such as Prime95 and keep CPU-Z and task manger open to monitor performance.

I've used Prime95, and it jumped up ever so slightly, by like 1mhz, Didn't run it anymore in case of explosion

Very strange..but I will try to remember where I saw this issue on a forum so I can give you some more info
