Windows taking a long time to load in

Hi thanks in advance for any help on this.

Im having an issue with my PC, when windows loads and gets to the desktop is is taking 3-4 mins before the system becomes responsive. It has been like this now for 2 moths approx and it started for no apparent reason. Before the issue Windows would boot and I could use it almost right away when the desktop was displayed after the welcome screen. Now I cant do anything with it for a few minutes when the desktop is shown (I can move the mouse pointer but nothing else). In Safe boot all is ok.

Specs,
CPU i5 2500k with stable 4.5GHz OC
8GB GSkill RAM (Tested)
60GB SSD (OS only and tested, other installs ect on another drive which has also been tested)

Things I have done so far,
Removed the OC on my CPU.
Disabled all non essential startup programs.
Disabled all non essential scheduled tasks.
Cleaned up the registry.
Looked for programs I dont recognize (there were none)
Anti spyware and antivirus up to date and system is clean.
All drivers and updates are latest.
SSD, HDD's, RAM, CPU and GPU have have been tested with the relevant software and all are error free and stable.
Tried booting using the other 2 ram slots on the board.
GPU removed and system tested with another PSU (GPU removed as the PSU used to test was only a 350w, I did this with the OC removed also)

Im at a loss so any help would be gratefully revived, thanks.

Are you running win 7 or 8? If its win 8, the startup tab in the task manager will tell you which startup tasks are having the biggest impact on your startup times. Have you tried removing all USB devices other than mouse and keyboard? I've seen similar things on my system, often times, the biggest offenders are desktop gadgets.
