New build using old harddrives

My last computer completely crapped out so I built a whole new one, except i planned on using the old hard drives. When I tried to boot up the new computer it asked me to repair windows or start normally. I expected this, and choosing either option results in failure. I downloaded Dban to a usb and zeroed out the drive which had the windows 7 install.

I am trying to reinstall windows 7 on the wiped drive but the computer cycles through the boot devices (I can hear the dvd drive revving up) and then goes straight to the bios.

The windows 7 install cd works fine in my laptop, so I am not sure what the issue is. I suspect its the hard drive but i have tried booting with only each one installed and I still boot straight to the bios. I am thinking my only option to to either find another desktop to do a correct reformat or buy a new hard drive. Any ideas?
 
Solution
You need to set the CD/DVD drive as the first boot device in BIOS Setup, or alternatively bring up the Boot Device Menu, highlight the CD/DVD drive and press <Enter>.

Your motherboard manual should tell you which key you need to press for BIOS Setup or to bring up the Boot Device Menu, it should even be indicated on the motherboard splash-screen when you switch on.
