sapphire amd r9 280x 950mhz 3gb dual x oc version

and is 700 or 800 watt psu enough for this build

As long as you are only using a single gpu a 650w would be more than enough.

wiil all this fit in a corsair carbide 300r and is a corsair 650hx psu good and the h110 cooler is better right

but h110 gives better cooling right and the h110 will fit inside right
