is the r9 270x able to be run on pcie 2.0?

I just bought a xfx radeon r9 270x. after buying it i recognized that it needs(?) or has got pcie 3.0. I already looked in other fora but some say "yes its compatible" and some say "no its not". additional to that some say that its a big power loss to run it with pcie 2.0. now i ask u:
Is the radeon r9 270x able to be run on pcie 2.0
and if yes
Is it efficient or should i better buy additional to that a new mainboard
and if that is also true
is there a mainboard whith pcie 3.0 AND am3+ socket
if u know one pls add it to your post

Thank u all for your previous answers. Im sorry that i didnt looked at the forum before, so that i didnt recognized that there was a post like this before. now i stand in front of another problem...

i built the card onto my board (also added the extra power cables), started the pc but the screen stayed black. i switched the dvi port (it has got 2) but there was still no reaction of my screen. because of this missing reaction i shut the pc down whith the power button (1 short press) and it went out nearto instantly (so i think my pc didnt boot).
im glad about any problemsolving answer :)
