Which one would work in terms of speed. Corsair Dominator Platinum Speed Test.

Hello this is my first post so no hating please. So my question is, what happens if I take the same kind of ram that has lower latency and mhz than the same type of ram. (Corsair Dominator Platinum 7-8-8-24 1600mhz and Corsair Dominator Platinum 11-14-14-35 2800mhz) And then I overclock the lower latency ram to 2800mhz. Which one would work better?

The 2800 ram will reach that speed there is no guarantee that the 1600 will but with that timing difference they are about equal at stock.

I will be water cooling the ram in this build so 1600mhz will get 2800mhz and I will be further be able to push it. But if theoretically both where at 2800mhz (1 due to overclocking) will the lower latency ram run faster?

Yes it will but most likely you will have to set back the latencies when you overclock and may not have the same as the other.
Water cooling is not enough, the memory controller on the CPU will be stressed and question on how much voltage bumping is needed.
