First time water cooling - CPU at 70C

Hi, i've just finished building a pc with water cooling on the CPU, i haven't filled up yet but wanted to check everything else was working so i booted it up. The CPU temp shot up 70C in seconds. Is this because i haven't filled up the water cooling yet or should i be concerned about something else?
 
Solution
Put water in it immediately otherwise you might damage or destroy your cpu. There is nothing worse than running a liquid cooler without water due to the thermal capacity of the plate on the heatsink is pretty small.
