Is my GPU running TOO COLD?

Hi, so i've got an MSI TF GTX 770 and I really like it.
I'm using MSI afterburner and when I check the GPU temps, in idle they are between 22 and 23 degrees celcius!! My room temperature is usually a degree of two higher!! My fan speed is set to the minimum of 34% and it won't let me lower it any further.
1. Is this temperature dangerous? Will it cause condensation or whatever?
2. Is there anyway to lower my fan speed? 34% Is quite high and unnecessary in idle.

Most likely the temp readings are just not very accurate, and NO, those temperatures aren't too cold. You will have to make it very very cold to make it too cold. To answer your second question, when using msi afterburner, you can unclick auto next to fan speed an then you can manually select the fan speed. Also, in settings under the fan tab, you can create a custom fan curve if you want to have full control.
By the way, if the card is quite cold in idle, look at the temps while under load and if they're low enough, consider overclocking a bit.

Can't adjust the fan speed any lower than 34% in Afterburner, it's a BIOS lock, not sure what to do :S
Whilst under stress, it gets to around 55-60 degs which is beautiful, it's just the idle temp i'm worried about.

So conclusively, someone can assure me that a constant 34% fan speed is not harmful? Also, can someone confirm that an idle temperature of 22-23 degrees in a 24ish degree room is perfectly safe?

The temperature is safe, don't worry, nothing will happen. As for the speed, if it's a bios lock, there's not much you can do except for flashing another bios which is risky. And, 34% is nothing to worry about, i have mine at 30% and it will NOT harm your gpu/fan whatsoever.

Your room temperature must be 22C. In an aircooled environment, your graphics card will never get below room temperature (because your GPU heatsink won't, the room will warm it back up).
34% is not dangerous at all. My card runs at 30 idle, 50 load, and I love it.
You could overclock a bit. A GPU temperature of 75 degrees is also perfectly safe.
MSI's cooling is great. It's also less noisy than others. Enjoy your card!

Now all I'm wondering is, is there really no lower the minimum fan speed? It seems so trivial but I can't figure out how to do it :(

Why do you want to do it? On my own card, I can bump up the fan speed to 55% and I still can't hear a thing. I am a quiet-loving person, by the way :) 
I suggest you leave it as it is, the fan speed will keep the GPU cool and stable.

Really just for experimenting purposes, I just wanna see what temps I can pull off with low speeds and high speeds.

As i mentioned before, you won't be able to do it unless you flash another bios.

Honestly just think about it 23 degrees Celsius is still 73 degree Fahrenheit so unless your room is humid as a rain forest i don't think this is a problem if they are running at close to similar temperature condensation shouldn't occur. If you have dew forming on your carpet though then there is a chance there may be dew forming inside your computer ;)
