Is my gpu dead?(power surge)

Basically this is what happened, i was sitting on the pc when suddenly
my dad comes into the room saying here's a monitor test it out see if it works.
So what i did was without shutting down my pc i plug out the vga>dvi adapter
i plug in the monitor into the adapter, plug it back into the pc and when i plugged
the monitor's cable into the main, the whole apartment's electricity shutdown. When
i turned it back on every device was fine except my pc.
What i noticed was that i couldn't boot my pc with the gpu anymore, if i plug in the
6 pin power connectors into the gpu and try to post the fans spin for like 0.5 sec with
no sound or anything and nothing happens.
But when i remove the gpu and turn on the pc it makes 1 long and 2 short beeps.
Obviously cuz the gpu is missing. Is it possible that the gpu is dead? and is there any chance
it took anything else with it like HDD or the pci-e slot?

did you try placing the GPU on another PCIe slot? maybe your GPU got fried try another GPU, If you don't have one just buy those cheap $15 GPUs and try those, if not take it to a PC repair shop and have it tested there, likely chance is the monitor caused the power shutdown and decided to take the GPU with it.

I gave a friend a 4870, gonna take it back just to see if it works.
I can't put my 7870 on another slot even tho i have 3 cuz the card is so long it wont go any lower
i can only put it in the highest one :\..
By the way what are the odds that the V12 rail isn't functioning properly since it wont even power up the pc
with the gpu plugged.

Maybe your PSU is fried too
