Please Help: Asus Impact + Memoery Problems

So my build has been nothing but a disaster. First Maximus Impact got RMAed. With the second one, I began breadboarding it.

I can only run one stick (call it stick A). Stick A works in either slot. When I install stick B with stick A, I get Q Code 55. If I just install Stick B in either slot, I get Q Code 55.

Whenever I change the memory settings in Bios from Auto (1333) to the rated 1866mhz I get Q code 55 again. I try enabling XMP using Profile 1, I get Q Code 55.

With only Stick A installed, I managed to install Windows 8.1 Pro x64. I get an unbeliavable amount of Windows Ciritcal Exception Errors. I'm going to assume memory related issues.

Some of the Blue screens I get are "Kernal_security_check error, system_service_exception"

Is my memory no good or are there settings that I have to reconfigure?

Currently running with the OEM cpu cooler, on board video.
All my drivers are up to date.

PSU: Corsair AX860i
Memory: Corsair Vengeance Pro 2x4gb, 1866mhz
GPU: Asus Reference R290x
HDD: Samsung 840 evo
Case: Corsair 250d

Bios is up to date.
I changed the speed to 1400mhz and windows is a little more stable. I attempted to run Memtest86+ but wasn't having any luck booting from a usb. Gave up for now. Rma processed for the memory.
