Those are parts you already own right? i will assume so...

I would change CPU and GPU and add another stick of RAM, no need to spend more money on 1600 if you already have 1 4Gb stick, hopefully the exact same stick, but if you can't don't worry if they are the same freq and memory it will work super good...

Please answer the first question before i input a system, the 6570 and the i3 are parts you own already and want to change? or are the parts yo uare planning to buy?
 
I would get 2x4GB sticks of 1600 ram. That's a $70 upgrade.
You could upgrade your CPU to an i5-3330, which would make a big difference in CPU power, and that would cost $175. I would consider it worth it, though.

As for the graphics card upgrade, I would go with something like a GTX 750ti for $150.

Im sorry about the horrible format, I already own all these parts its just the gpu and cpu are so old they are out of stock so I couldnt add them on pcpartpicker.

He can also get an R7 260X, i consider that card better than the 750 Ti for a lower price...
 


Yes and no. It produces a LOT more heat, so it depends if that's something he has to worry about or not. (Also depends on how inflated the price is from miners where he's buying from.) You're right that the 260x is a bit more powerful, though not by much.




That would be lovely, but remember that he's on a very tight budget. A i5-3470 would break his bank... and is basically the worst option out of the locked i5s anyways.

I'll bite, i am fairly new here, however my RAM and GPU recommendation are decent, i agree on changing CPU though, but he is already used to AMD cards, R7 260X is a very good mid end card 10 USD cheaper than a 750 Ti, with more bandwidth and other stuff i don't remember at the moment

I also strongly recommend you look at whatever resale options you have in your country (for the US, I mean websites like ebay or craigslist) and see what used options there are. You could save a fair bit of money and get a much more powerful graphics card.
