Randomly slow internet lately!

Hi, i've been running windows 8 for about 6 months or so now, and for some reason, my internet is now being incredibly slow! Now i've used the same wireless dongle (asus usb-n13) for over a year and a half with no real problems(excluding slow internet from time to time) however this time its been slow for longer than ever. for almost a week now, my internet has been running at less than half of what i'm paying for (thats 16 Mbits, and im getting less than 8Mbits on even a good day!) i've installed avg with my last windows wipe (i reinstalled windows about a month ago due to really just needing a fresh start) and so far its caught about 3 viruses. but that was before all this happened. recent scans show small files that i know arrent doing anything because they've been on forever and i use them often (mostly games that i play on steam) now i've run both speedtest.net tests and testmy.net tests but both show similar results. my average is about 4Mbits, and my highest for the past while has been 8Mbits. its really frustrating and if anybody knows if there is something windows specific that might have changed (or that i could have changed by accadent) that could cause something like this i'd be greatful for a response.


and just a note, this slowdown occours on all websites, 24hours a day, when people are home, and when they're not. i'm also not downloading anything in the background nor am i streaming content that i'm not realizing. if you need any other information feel free to ask for now heres my pc specs

gtx 650TI superclocked 2gb graphics card
8 gb of kingston ram
asus motherboard (can't remember the model number but if it becomes vital ill look it up)
4ghz quad core AMD CPU (again can't remember the model number, i want to say 4170 but i can't say for sure)

and a 300 gb laptop hard drive that has shown no problems after doing some basic testing. (will do more testing if necessary)
also (not that i think this really matters but) my cpu is water cooled so if that means anything there ya go, its an internal system (closed circuit)
