Reboot and Select proper Boot Device when installing W7 on new HD

My dad is having trouble with his laptop. It was originally giving an error about "pxe-m0f exiting intel boot agent" and the computer not booting. I checked BIOS and the HD was missing from the boot order. So, we went a bought a new HD, installed, and then restored the BIOS to default (which set the PXE ROM to DISABLED).

Now the BIOS recognizes P0: ST1000LM014 (HD - HDD+SSD Hybrid) and P2: MATSHITADVD (DVD).

Next, I downloaded the official Windows 7 Home Premium (same one that came with the laptop originally) from here: http://techverse.net/download-windows-7-iso-x86-x64-microsofts-official-servers/. As far as I know, those are "official", not pirate copies, meant for people who lost their install disks. I burned it, but it doesn't do anything.

I don't get the PXE error anymore, just "Reboot and Select proper Boot Device". I've tried setting the DVD to the primary boot and still get the same error.

My only guess is that some how I burned the DVD wrong, because everything else seems to be in place. Any ideas?
