Hi. In games, I have VSync on which should cap FPS to 60 but according to Fraps I get 61 to 63. As a result I am getting awful screen tearing. Is there anything I can do in AMD Catalyst to fix this? Is there 3rd party software that actually locks it at 60? Also, cutscenes are pretty low res. I cant find the settings to change this.

What game are you having this issue with? Maybe you can alter the config file to cap the game at 59 and not 60 to limit the tearing. Many games will, with Vsync on, will fluctuate between 58 and 63 FPS. There may be a different reason for the tearing, since your running AMD, if you have OCed your cards memory it can give screen tearing if your running multiple monitors.
