Hi, Tom's Hardware Forums. I'm new here, and I need your help.

I posted this on Reddit 3 months ago. That was a post about what I thought was a faulty GPU. It turned out to be a bottleneck. The CPU was too weak to perform how I expected it to do. I replaced the motherboard with this , and the CPU with this . The computer has been working perfectly and I haven't bumped into any problems until now.

I recently went to a LAN party, and gamed without any problems. I have no idea whether my computer did this at that point or not, but I was able to play games without any problems. I didn't notice any significant FPS drops or bluescreens. However, when I got home and played League of Legends I started noticing significant FPS drops. It went down all the way to 40 FPS. That is something which shouldn't happen with my specs, unless the GPU or CPU is underclocking.

After the first game of LoL I decided to take a break and figure these FPS drops out. I quickly realized that my GPU fans are only working at 20% of their speed, and thus underclocking. I started looking for anything that might cause the issue. I tried to manually speed the fans up in both MSI Afterburner and in the Catalyst Control Center, though nothing happened. I tried restarting the computer to see if there was an issue of something not booting correctly, but that didn't fix it either.

After calling my somewhat knowledgeable friend, I went into the BIOS and checked for problems there. I discovered this . The CPU temperature is constantly rising, but it stays at 99°C. If you watch the end of the video you'll also see that the CPU fan is working at ~2000 rpm. OCCT and HWiNFO both say the same thing. My CPU temperature is idle at a ridiculous 65°C and 90°C+ when I start Google Chrome. I'm typing this on my secondary computer.

None of the power supply cables, or the fan cables for that matter, are loose. They're all in place, and everything should be working without any problems. Also, I didn't notice the CPU temperature when playing LoL earlier.

So I have two major problems. My CPU temperature is ridiculous, and my GPU fans aren't working correctly. I've tried reinstalling the GPU drivers using DriverSweeper, but that hasn't fixed any problems. I have no idea how to fix the CPU problem.

I'm afraid to even boot my computer, because it might damage the CPU. I'm in need of desperate help.

Here are my current specs:

CPU: Intel Core i5-4670K 3.4GHz Quad-Core Processor
Motherboard: MSI Z87-G41 PC Mate ATX LGA1150 Motherboard
Memory: Corsair Vengeance LP 8GB (2 x 4GB) DDR3-1600 Memory
Storage: Samsung 840 Series 120GB 2.5" Solid State Disk
Storage: Western Digital Caviar Blue 1TB 3.5" 7200RPM Internal Hard Drive
Video Card: Asus Radeon R9 280X 3GB DirectCU II Video Card
Case: BitFenix Shinobi Window ATX Mid Tower Case
Power Supply: Corsair RM 650W 80+ Gold Certified Fully-Modular ATX Power Supply
Operating System: Microsoft Windows 8.1 - 64-bit (OEM) (64-bit)
Monitor: BenQ XL2420TE 144Hz 24.0" Monitor

TL;DR: My computer's CPU temperature is idle at 65°C, and 90°C+ when it boots Google Chrome. The cooler is working at ~2000 rpm. My GPU fans aren't working above 20%, and therefore causing the GPU to underclock itself. I tried manually setting the fans at 100%, in both MSI Afterburner and the Catalyst Control Center, but nothing happened. All cables are in place, so that shouldn't be a problem. I tried reinstalling the GPU drivers with Driver Sweeper, but that hasn't fixed anything.

Please excuse any formatting issues. I'm new here, and not yet comfortable with linking and such.

Thanks.

Try to reapply the thermal paste , and try to boot the pc with your old CPU , try to boot your pc without the gpu .
Did you overclock the processor ? Maybe you didn't do it correctly ? If you did overclock , do you use the stock cooler ?

I returned my old CPU in order to get 80% of the money back, so I can't do that. Also, since my old CPU was AMD it wouldn't matter, unless I kept my old motherboard as well.

I haven't overclocked the CPU.

I'll check the thermal paste. However, as far as I'm aware, I applied it correctly in the first run. Might have dried up though.
