Solution

If you can get into BIOS go to the Boot tab and disable Fast boot then enable CSM. F10, save and exit. See if your system boots.
If not, back into BIOS and reverse the changes. F10, save and exit, then try F9 at the Asus logo to see if you get to Troubleshoot Menu.

Yes I can! Everytime I turn it on, it loads at the asus loading screen and then the black screen appears. I can't even run it in safe mode!

Solution

Doesn't sound like a virus, and if you have un-backed up data we'll proceed carefully.
If you can still access the Troubleshoot Menu, choose Advanced Options then Command Prompt.
Run System File Checker
Type sfc /scannow then Enter
If unfixable file are found, try
Dism /Online /Cleanup-Image /RestoreHealth (Observe spaces before /)

Try booting your System.
