can I burn a boot disc from another computer

Toshiba windows 8 PC is stuck in "there is a problem with your pc and needs to restart". I just does this over and over. The only F key that works is F2. I've tried just about everything I can find to fix it and now think it needs to be rebooted. The PC is asking for a boot disc to be inserted,
but I do not have a boot disc.
I have another Toshiba windows 8 computer available. How can I burn a boot disc from that computer to use.

Type 'Create' at your Start Screen and choose 'Create Recovery Drive' from Settings (If it's plain Windows 8) Don't check the Copy Recovery Partition unless the two PCs are very similar.(Though you may want to risk it if your other laptop's OS is totally corrupt)
