Fan setup for new build

Hello

I finalized my build and last thing I need is to decide on my fan setup. I once befored discussed this but my build at that time was different. My goal is for quiet and cool (as temperature) setup.

Originally I was thinking about going with 6 chassis fans, but that was when I was planning to OC i7-4770k to like 4.5Ghz if possible. Now I switched to i7-4771.
I got 3 question related to cpu fan, chassis fans and psu positioning, but first my build:

Case Corsair C70 vengeance
Mobo Asus Z87-Sabertooth (may not be needed now when I do not want to OC, but I like though look and durability it should have)
CPU i7-4771
cpu cooler noctua nh-u14s
gpu Sapphire R9-290x Vapor-X (when it get on shelves, or maybe non X version)
psu Seasonic X 850W

CPU cooler
For OC i was planning to use nh-u14s with extra NF-A15 fan, but now I removed that extra fan from setup. I believe NH-u14s should abe able to cool i-7-4771 with ease or is there any problem?

Chassis fans
I would like to replace stock fans from case as I read those are little on louder side and use combination of PWM controlled Noctua fans.
My initial setup was with 6 fans
1x NF-S12A rear exhaust (1 pwm header)
2x NF-F12 front intake (between front panel and hdd bays with top bay removed) (1 pwm header)
2x NF-A14 top exhaust (1 pwm header)
1x NF-A14 side intake (1 pwm header)

but I'm not sure if it's not a little overkill and I'm thinking about more basic setup without NF-A14

So basic setup (replacement of stock fans):
1 x NF-S12A rear exhaust
2x NF-S12A front intake (replacing stock fans on hdd bay from inside, with top hdd bay removed)

Will this provide enough cooling for case? Or should i keep some of NF-A14 or all of them? Wont my setup be too loud with 6 fans even when noctua should be one of those silent fans?

PSU position
My future case got perforated bottom of case so question is should i turn PSU to have it take air from outside of case facing to bottom of case or let it take air from inside of case?

I would try out the stock fans first. Your cooling needs are not great.

I would mount two fans as intakes only so that you have a positive pressure airflow that keeps your case cleaner. Possibly add an exhaust fan to back or top.

Noise comes mainly from the rpm the fans spin at. Use what you need to dial back the rpm of the fans.
900rpm will be quiet.

The 4771 will run cool. the single noctua cooler will be all you need. Use a low noise adapter to run it at 900 rpm or so and it will be inaudible.

A psu should not be counted on for cooling, it takes care only of itself. I would orient it to take in cool outside air.

See how you do. It is easy to change things later if needed.

Any case with more than 3 fans if not installed properly as intake and exhaust will create turbulence and will not perform at optimal levels.
You are overthinking it about the amount of fans installed in your case.
My suggestion will be using 3 fans. One at the front as intake, one at the back as exhaust and one at the top also as exhaust.

As for the PSU, turn the fan downside so it should take fresh air form the bottom of the case. The inside of the case is hotter than the outside.

My 6 fan setup was for initially much hotter setup with possible 2 gpu and OC i7-4770k but i decided that I'm not such enthusiast for OC anyway and crossfire may be too much trouble for sometimes just little benefit so I changed my build to powerful but simple with low maintenance I just got stuck with 6 fans setup I planned for before so was not sure how to deal with it.

I ll go with 2 intake at front panel and 1 exhaust back right against CPU same setup as corsair stock fans just replaced by noctua. All fans will be PWM controlled and got min rotation 300 so I hope they will handle themselves well, if no I ll use those low noise adapters.

But as you say chassis fans can be changed anytime. That case can have about 10/11 fans so plenty of options.

Hard to choose best solution, but geofelt's one is exactly setup I'm taking.
