Hello

Just wondering if these comments are worth the extra money

First the video card.
is 290x worth the extra money or should I just go for the 290?

And then the cpu
Is the i7 4770k worth it or should I just go with the i5 4670k

I heard that the i5 just as good because not a lot of programs out there use the hyperthreading, however I want my system to be able to run future games such as start citizen

Worth is something only YOU can determine.

For gaming, the graphics card is all important.
I might take the $100 price premium of the 4770K and apply it to the graphics card.

If $100 is not that important to you, go ahead and buy the 4770K.
You will get a better binned chip.

If budget permits, I have not regretted paying more for something better.
I avoid second guessing myself.

The R9 290 can be overclocked to X levels if you have a decent enough aftermarket cooler, some even have the capability to have their BIOS flashed to the one in the 290X (Usually those with reference PCBs however) if that is something you are into. If you are to believe the specs for Watch Dogs, apparently games will now need i7s for ultra (A few examples of this around) but the i5 is a solid chip once overclocked, plus you could always wait for the Devil's Canyon Z97 i5 4690K chip in June.
