One of two USB HD recognized

If I plug one portable Seagate USB HD into a USB port, it is recognized. If I plug in a second portable Seagate USB HD, it is not recognized. What can I do? I want to copy files from one drive to the other. Both work fine if only one is plugged-in.

Sounds like the commonly encountered "insufficent power" problem if the drives are portable models (ie do not require an external power supply). If this is true, it is surprising to me that a desktop computer cannot supply enough current to several power USB ports. What are the typical specs? Power to one USB port and almost nothing to the other 4-6 on the mother board?
