Why is Physical Memory / RAM Usage so high?

I need solutions on how to decrease the physical memory usage of my pc.

At the moment sitting here running a few programs the CPU Usage is at 17% and the Physical Memory is at 60%.

Sometimes the Physical Memory rockets to 96% causing my PC to slow down and me restarting it.

I have 4GB of RAM installed.

Well with only 4GB of RAM you have to consider Windows is using at least 2GB or more after it's done loading. You also have to consider the amount of programs you have running after windows loads which will consume even more memory. You could either try to stop programs you don't need or want running after windows loads or add more memory to your system. The best solution would be to increase your RAM to at least 8GB. The thing to remember is that the less RAM you have the more page file you will need to use and since the page file is stored on the hard drive it will slow everything down.
 
a program or a combination of them must be using a lot of ram. the best thing to do is to find out what programs are using the most ram to figure out what to do. You also may be able to add more ram to help cure this issue also if you run multiple ram intensive programs.

Depending on the version of windows, you can try adding a flash drive for Readyboost. It will help a little. Best option is to buy more RAM, run MSCONFIG and disable unneeded programs that start. I tend to disable the auto update stuff from Adobe, java and so on.

Ready boost could help a little but there are a number of factors that can negate any performance. 1 being the USB drive used and 2 being the USB on the port on the board. If either of these are under performers you won't even notice that have the ready boost active.
