Sapphire HD7870 OC 2GB FPS issues.

Hi. I bought a new gpu yesterday, Sapphire HD7870 2GB OC. I tried it on NFS:Rivals. I was getting 60 FPS on ultra settings (1280x1024 Vga monitor] until i found out that fps was going down when i go to the certain places of the map.Like a road, a city... FPS was going down to 40-45 and the game was slowing down..And it was happening everytime i go to those places.When i left those places, fps was going back to normal(60).Same thing happens in NFS:Most Wanted too. When i go to the downtown, FPS goes down to 50-55 in NFS:Most Wanted.(I normally get 60 FPS).However,i get 70-130 FPS in NFS:Run in ultra-settings.

My Other Components :
CPU: i5 3570K (No O.C)
RAM: 4GB

So, my question is: Is fps going down like that a GPU issue?Is my new GPU ok? Or is there another problem, like my RAM being 4GB?Is my RAM a bottleneck for my PC? Is it the component that's causing this issue ? Because NFS:Rivals requires a minimum of 4GB Ram.

Sry about my english. Not my native language.

Note: I also get so little microstuttering in FIFA 14.Are these issues related in some way ?

It might be insufficient RAM. That would be my guess.

I just want to make sure my new gpu is ok. I get little stutterings(0.1-0.2 sec) in FIFA 14 and Assassin's Creed II. My benchmark result in GTA:IV was like 63 FPS average in ultra settings.It sometimes goes down to 45-50.And i get 25-110 FPS in Total War: Shogun 2, it's mostly over 70 fps but in huge battles with firearmed soldiers, it goes down to 25-30 FPS during the clashes.(Ultra settings, AA off, can't turn it on btw).

So, are these FPS results good? Is my new-bought GPU ok? That's the most important question for me. There isn't a possibility for it to be faulty, right ? Or are there any ways to find out whether it's working properly ? And final question: What might be causing those stutterings? All drivers are updated, using Win 8 and got 600W +80 PSU.

It sounds like you're running out of RAM, so it has to store stuff on the HDD, then there's a slight delay while it goes and gets it again.

I'd imagine your GPU is fine.
