3 Beeps post new GPU installation GTX 780

Here is my issue, i have upgraded my GPU from a EVGA GTX 660 SC 2GB to a GTX 780 3GB. I took out my 660 and put in the GTX 780. I have the 6 pin and 6+2 pin plugged into the GPU. When i start my computer, it goes all the way to the "Starting Windows" page and it gives me the option to go to the bios. But at that screen, it freezes and it WONT let me get into the bios. My motherboard emits 3 short beeps with about 10 to 15 seconds between each beep. The first two beeps happen on the "Starting Windows" screen and when the 3rd beep comes, the screen goes completely black. Now, i have checked multiple times and i have all cords plugged in. I have even tried different sets of power supply connectors for the gpu and the problem still persists. The only way it works for me is to have the GTX 660 in and there are no problems at all. I got my GTX 780 from my cousin after he upgraded to a 780 TI and he had no problems with the 780. The reason im upgrading from a 660 to a 780 is because i have been having GPU artifacts with my 660 in a few of my games, but that's not the main problem.

Games i mostly play are Battlefield 3, Skyrim, Fallout New Vegas and Fallout 3, Company of Heroes 2, Borderlands 2, L4D2, Payday 2, etc. I do mod my games as well. I also do occasional video editing, recording, photoshop.

Notes:
I have recently updated my bios before putting in the 780
I have cleaned out the case with a can of compressed air.
I have taken out the ram sticks and put them back in.
I have tried different power supply gpu connectors.
I have reset the bios with the jumper pins.
All attempts above have come with no solution to the problem.

Current PC Specs:
Computer: Dell Inspiron 620
CPU: i7 2700K (previous was i3 2120)
GPU: GTX 780 (previous was GTX 660)
PSu: Antec High Current Gamer 750 Watts
Windows 7 Professional 64 Bit
Ram: 6GB
Motherboard: Dell GDG8Y (H61 lga 1155)
Case: Corsair graphite 600T

Any help is much appreciated.

Typically 3 beeps can mean some time of ram issue/failure:

However, as stated in the literature due to the wide array of manufacturer's it's possible to be something else. This noted do try seeing if one of your sticks of ram has failed by trying to post with only one at a time in the appropriate slot for booting with 1 stick (see your manual for that).

It could be a motherboard issue as well but as that is more taxing than a ram issue let's focus on the ram for now and hope it's that simple. Please update (I did read that you removed the sticks but you could clarify what you meant by that) so I do want only 1 stick in at a time to rule out that any one stick is bad. Please take the time to try each stick to be sure and update.

Sorry for the late reply, i have been quite busy lately. I tried alot of different solutions but to no prevail. I switched the two sticks around into different memory slots (There's only two). I tried the Windows Memory Diagnostic Tool and the RAM passed the two tests, no problems detected. I tried only the 4 GB stick in both slots but i still had problems. I did the same with only the 2 GB stick but still, i had the beeping. My current BIOS date is 2/22/2013 and im thinking that the Bios date doesn't support the newer GPU (GTX 780 released on May 23, 2013). However, i find it odd that i have no problems with the 660 yet i have problems with the 780.
