computer copy file path instead of file itself

the titles says it all when i copy file and then paste it at an other location nothing happened i figured out when i paste it as a text it writes the file path/location so any help how would i make pc copy paste the file itself ?
sfc /scannow didnt help
neither a system restore

I copy by highlighting the file I want to copy using Windows Explorer. The paste it in the folder I want it by highlight the folder and Copying.

How are you doing it?

what kind of file are you attempting to copy and to where are you attempting to copy it?

Make sure you have write permissions where you're pasting the file.

there is no error , if its that i didnt had premission it would tell me and im talking about a total problem here not a specific file or smth or location
i tried as many locations as i know and as many files , pictures game failes shortcuts music notepads whatever and many locations still same problem
i7baby i do so aswell

but nothing happens

If you didn't have permission, IIRC it does nothing. Not sure though; haven't used windows for much in a while.
