CPU overheating or bad MOBO?

Hello. This is my first custom PC build. Initial construction went smoothly. Installed hardware and software fine.

Then I began to notice the CPU temp at extremely high temps. I'm talking 90C with no load.

My friend had an old Cooler Master 212 EVO CPU heat sink. So I installed that. Now the PC won't boot up properly.

Read the sticky about power up issues. Double checked everything on the list no luck. Tried 2 other PSUs with no luck. Took out MOBO and tried external build. Nope. Triple checked CPU cooler making sure it was seated right and it was. Tried stock CPU cooler also with no avail. Cleared CMOS. Checked n tested RAM. No video out either.

PC will attempt to start up. Almost a flicker of power. Power down, then power up again and just idle. Fans are working. Will just idle and randomly power on and off. (Over heating?) I don't have a speaker for the MOBO to hear beep either.

While cleaning the CPU I did notice a scratch on the face. Maybe from the hyper 212? It did want to twist left to right a bit even when screwed down.

Here are my specs:

ASrock Z87 Pro 4 MOBO
Corsair CX430 M PSU
8 (2x4GB) Corsair Vengeance RAM
i5 4670k CPU
NO GPU
Cooler Master Hyper 212 EVO CPU cooler (currently not installed)

Pretty bummed out ATM. Was hoping to do some gaming this weekend but that'll have to wait.

Any ideas???

Already went through the sticky twice as I already stated.

does it feel extremely hot? at those temps id imagine a system shutoff...maybe some sort of misreading? put your hand by the CPU or socket or VRMs when its "hot" and see if you can feel a lot of heat coming from that area

Definitely! Replaced and cleaned it with arctic silver and 91% isopropyl every time I checked if the CPU cooler was seated properly.

Doesn't feel extremely hot. Weird thing was system never shut off when I was trying to put extra load on the CPU. But now, as you know, I can't even get that far.

Tight as the instructions told me. Hand tight with a screw driver. The screws will bottom out so you can't go too tight. Or too lose for that matter.
