Gigabyte R9 290 high clock rates for basic tasks, GPU/Mem clock fluctuates sporadically

My R9 290's GPU/mem clock rate (and thus temp) seems to move around a lot without much consistency. When I am completely idle, it's around 350 MHZ GPU clock rate and around 38-41 degrees C. If I open Firefox.Opera/Chrome, it may stay at that or go up a bit, but it will shoot up to 940 MHz when doing simple web browsing, which pushes the temps up to 57~61 degrees C.

I don't understand the inconsistency with the clock rates changing and I am not sure what to do or what settings to use. I have never had an ADM card behave like this before. Any suggestion are greatly appreciated.

This is normal, I have a R9 290X and it does the exact same thing, no need to worry. The clock rate varies on the task, idling, Mine is always 350Mhz, but when opening apps, it'll increase, but it constantly varies on the app and many other factors.

Is there any wat to regulate this. Perhaps in CCC? I hate having my temps so high just for basic web browsing.
