How can I get data from my external that in not being recognized by my computer?

I have a Segate 1t external harddrive. I just uploaded a few months worth of photos from my iPhone and now it has quit working. It was working normally. Then it froze up and wouldn't allow me to shut it down. So I unplugged it. I plugged it back in and it made a ticking noise and then the light died and it went quiet. The computer is no longer recognizing the external. What do I do next? Can I still get the data off this external? Where should I go to get this done (without costing an arm and a leg)?

What is the Model of the Seagate External Drive?
If it is out of warranty, or if the warranty doesn't bother you, you can/maybe able to open it up and remove the HDD inside and plug it straight into your mobo's sata port and retrieve the data but that depends on the model of the ext hdd and also the warranty issue, 'cos if you open it up , you'll loose the warranty, and if the HDD PCB is fried and is not detected on the mobo, you face a double loss, data and warranty....
So , let's first see if the ext-HDD has a pluggable HDD inside of it.
