Bad CPU or Mb

Hi guys
Let me start of by saying, this is an awesome place, I've managed to troubleshoot many problems using the knowledge gained from here. However, I now have an issue that even some of the solutions found here don't seem to work for. I must apologize in advance for the essay that precedes.

My computer starts up, begins loading windows, then shuts down. (does not work in safe mode either)

What I have tried so far:

I've stripped it down to the bare essentials, no graphics card, no sound card, using only one 2 gig ram chip, removed all drives except the master hard drive.

At first I thought it could be the CPU temperature that was causing it, so I monitored the temperature in the bios, it was in the around 58 degrees Celsius. Although its higher than normal, its still not high enough to cause any issues. I did apply new thermal grease and the temp is down to around 45 now.

I have replace power cables.
I replaced the power supply.
I have tried alternate power sources. (different plug points)
I have tried alternative chips of ram in different slots.
I have tried another hard drive (empty drive to load an O.S)

I have tried loading various versions of windows and Linux. All installations fail due the the pc shutting down about half way through the installation. Even the using a live Linux disc wont work.

Note: If I start up the pc and go straight to the bios, it doesn't shut down, I have stayed in the bios for about an hour and it does not shut down. How can this be? What is happening when the O.S is loading that it causes a shutdown?

Having tried all of the above, I now believe that it is either a motherboard or CPU problem. As these are the only two components that have not been changed, because I cannot get a spare.

My question is, how can I test which it is? I don't want to have to replace both components due to cost.

Next - when did this start - after an update, after adding software, after changing your gpu? I gather it hasn't been doing this from day 1 - what do you think prompted the change? Hot weather, power outages, spilt coffee?

Good day Sir

My apologies for not getting back sooner. After much frustration with my ISP I feel socially alive once more.
My system was purchase pre-built from the store. The specs are as follow:
Mb: Foxconn Intel H55
Cpu: Intel I3-530, 2.93Ghz
500G Hd
500w psu
I had 8 gigs of ram, but since the problem started, I have replaced it with the original 2G DDR 3 (1333).
No further modifications.
The system is only used for email and photo editing, not very intensive tasks at all.
No software updates had taken place, no hardware changes, no hot weather or power cuts and definitely no spilt coffee or any other liquids.

The only strange thing that happened, was the last time I turned it on before the problem, the screen was flashing in different colors very quickly. I did a hard reset as the flashing did not stop after about 5 seconds. The pc never booted up again, problem as explained in my original post.
After doing all diagnosis explained in my original post, and having a couple trusted guys check it out for me, they too have narrowed it down to either the motherboard or cpu. My problem is to distinguish which it is.
I hope you guys can help me out!
