Rebuild not working

Replaced PSU and Mobo in PC, now can't turn off via case power button, monitors don't receive signal and fans run at full speed. Help?

Yep, although I figured out that it is my gpu that is causing the fan problems... Is there any way I could fix that as it is a relatively new GTX 760 - however old enough that I can't return it.

I know I got the case power button header right because this is my first rebuild but I have done two build before this.
 
Have you loaded the drivers for the graphics card? Can you turn down the fans with Afterburner?

It doesn't do any harm to double check. I've come across people who forgot to take the plastic cover off their cpu cooler cpu block when they installed it. Does it turn off if you remove a lead from the mobo?

I haven't loaded the graphics drivers a I have 0% visuals, and I know I have done it right because of PC building experience and because it's a rebuild.
