How sensitive are these things?

Ordered a GPU online. Need AGP card so second hand. Arrives, doesn't work, all I see on the screen are dancing lines and pixels. Windows doesn't start. Old card still works though.

So I guess I bought garbage. But what I'm wondering is what could be wrong with the card? And can it still be saved? The card looks practically unused and the seller looked reliable. Possibly the card broke in the mail but there's no visible damage. Is it possible that a GPU is dropped and suddenly stops functioning correctly? I always thought they were tougher than that.

I've already checked other options like does the pc have enough feed, can my motherboard handle the GPU, etc. But all that checked out ok. I'm just curious what's wrong with the card since like I said there's no visible damage and the ventilator works. It's a sapphire X1650, 256MB, I got it for around 15 bucks.

15 euros actually. But that was including shipping. I have connected it right, tried several times. Drivers can't be installed because windows doesn't start up.

Nothing happens if I wait. It just stays like that.
 
Try cleaning the card edge connector with a PEN eraser or a small piece of coarse cloth-I have a little square cut out of a pair of jeans-be gentle and wipe it carefully.
Also is the card and your AGP compatible?
Both the card and slot SHOULD be keyed to prevent mixing versions but not all slots had the key/s and AGP comes in 3.3, 1.5 and .8 volt versions.

One of the first things I thought was that maybe the volt wasn't correct. I have an A8V deluxe motherboard and in the manual it mentions that it's 1.5v and can't handle 3.3v

But I can't find how many volt the X1650 is. However I did find a post somewhere of a guy mentioning he had an A8V deluxe with a x1650 card. So I'm guessing it's not the voltage. My pc feed is 390 Watts btw, too little watts could have been the cause too but shouldn't 390W be enough? Currently running without overclocking too.

Long time ago...Long time since I heard the name of x1650!
A warrior of the old times! a proud wielder of the 1.5 and .8 volt AGP as I recall.
But I believe it's time has passed and now it resides in Sto vo Kor.
You should look elsewhere if you seek to continue the fight.

Haha! Well I have an old set that I can still use for several things. Only problem is that my current GPU is XP supported only. And XP is no longer supported by MS... So I really need to update but atm replacing the GPU with a Win7 compliant one is all I can afford. I have several second hard cards in my sights, most are around 30 euros for instance the X1650 Pro or the HD3650. This light weight X1650 with only 256mb seemed like a nice start for some testing but unfortunately it doesn't work.

I just inspected the card edge connector and noticed it has a small scratch. It runs over five "teeth" on the connector. Could that be it?
 
Could be causing a poor connection but any abrasive is going to remove the protective gold coating and you'll need to be VERY careful to remove any metal particles afterwards or you risk shorting the motherboard/AGP slot.
All in all, I think your best option is to give it a decent burial and put this down to a learning experience.

It's an AGP. And I solved the problem by now: I did not have the power cable of the cooler connected... Card works fine now. And there are some stains where I banged my head against the wall, I'll clean that up later.
