advice regarding pc upgradation

hello everyone,
i am new to the forum and also have minimal technical knowledge of computers.

i am planning to upgrade my pc ( 7 yr old).
it's a pentium 4 with asus motherboard( P5GC- MX1333), 2GB DDR2 RAM.

kindly suggest me a new pc + motherboard for aroung 10,000 rs..

also i have windows 7 ultimate 32 bit innstalled, do i need to format it , if i go ahead with the upgrade??

i will buy from nehru place, (new delhi , india) or snapdeal.com/flipkart.com.
if not 10, 000 then 15,000 max...or 200$
( considering pc components in india cost 10-20% more than in usa)

4 gb ddr3 ram for approx 3,000 rs.
and rest for cpu + mobo.

also

my use of pc is limited to surfing on the net and watching movies only.
