HTPC/Emulator Box for less than £400?

Hi guys,

I've not built a PC in a couple of years so I thought I'd get some advice. I'm looking to build a HTPC that can stream content well and emulate ps2 (PCSX2) and gc (Dolphin) games strongly. I have a maximum budget of £400 but the less expensive the build the better. I don't need to purchase a monitor, OS or keyboard and mouse as I already have these.

The build needs to meet the following:
A small form factor - less than 36cm in depth
Have HDMI output - due to space constraints and an old tv
Gigabit Ethernet - don't need a wireless card
At least a 1TB hard drive
Be very quiet when in use - As near silent as possible
