Computer doesnt shut down completely even after upragrdes

So my computer doesnt shut down when I press shutdown on the desktop. Inst8.1. the monitor turns off and everything else is still running. This started happening maybe 2 weeks after the build and happens ever since(maybe almost 6 months now). I thought maybe Its a windows problem but that was disproven since I upgraded to windows 8.1. Then I thought a cpu/cooler problem but that too was also disproven with a h105 cooler upgrade. I have no idea what may be causing this but I also don't know if I should worry over this. I have the asus p8z77vlk
I5 3570k
Corsair H105
2x8gb corsair vengence 1600mhz
Gigabyte gtx 670
Windows 8.1
Corsair 600m watt and other small features
Any help will greatly be welcomed and appreciated.

In that case there's a program or device that is keeping the Computer awake and forcing it to not shutdown.
First disconnect all external devices from the computer and see if it works.
If that's unsuccessful then there is probably a program keeping the computer awake.
Open "task manager"
Under "Processes" disable all programs that are not in use **BE CAREFUL DO NOT DISABLE SYSTEM PROGRAMS
Just look for programs you know like "Internet explorer" or "Team viewer" e.t.c
And see if that makes a difference.

Check what the power button is doing:
Go to "Control Panel"
Then "Hardware and Sound"
Under "Power options"
Click "Change what the power buttons do"
Make sure that the power button is set to "Shut down"

Would a task be able to run even after mutiple start ups? Because I do turn off the computer by holding down the power button on the case so I just find it weird if that would be the case

My best guess is that there's a program preventing it from shutting down only because the computer has been working fine for about six months now. Can it somehow be a windows problem? If not should I just play around with the programs amd see if that helps?

Yeah, because some programs start with windows and what could have happened is that a program has "Failed" to update and is stuck in the update preventing your computer from shutting down (One example)
Once you identify the culprit you can either roll it back to a previous state or disable it.

Hmm it seems that there are a lot of proceses running when computer is stable but no apps running. Keeping in mind I upgraded to windows 8.1 the apps they refer to are the processors running on windows 7 so I have no idea what to cancel and what not to cancel. Do I cancel the background processes? Im pretty sure most are on system programs. In addition to that there are windows processes running. Really its all a complete mess with this
