Computer restarts right after shutdown

Hey everyone!

I have this error for a long time now and I've tried a few different things now but it didn't help. The problem is I bought a new computer this winter and installed Windows 8.1 on it, but sometimes when I shut down the computer it restarts 1-2 seconds after the fans stopped. I don't know what is doing this but I'm curious. I thought the problem is Windows 8's new shut-down system, but I turned it off (because it was causing BSOD "DPC Watchdog Violation") and it turned out to be no help in this case.

I'd be really greatful if you could give me any sort of help in this matter. I'm starting to think that there is some hardware problem and if that is the case I want bring the wrong component(s) back to the store since I have a warranty.

Edit: This happens to me 50% of the time. Sometimes the error occures but sometimes I can shut down the computer without it restarting. Also I have all the power-in functions except the power button turned down in the BIOS.
 
Solution
First unplug every external device from the computer/laptop
and then see if any of those devices were forcing it to turn on.
If its a desktop: Disconnect all fans (apart from CPU fan), hard drives (except for have drive with os on it) and cd drives from the computer and see if it restarts or not.
