Firstly what cooler do you have? What motherboard? What new gfx??
Most likely this is nothing to worry about if its a high end cooler because it will only switch on when a temperature rises above a threshold.
Use 'Coretemp' (its free) to check your temperatures when you start your pc and then come back and report them. We can go from there.
