My 16 bit applications is running under 32 bit windows 7 system. But when comes to 64 bit system it does not run.

I think Microsoft should give backward compatibility to programs of 16 bit - just not by providing only solution like virtual pc - isn't it?

16 Bit applications are mostly DOS compatible, and since Windows doesn't emulate DOS, it wont work on Windows x86 or Windows x64.

To run DOS applications, you can use an emulator, and the best out there is DOSBOX:

You don't know what you are talking about. All 32-bit versions of windoze up to and including Windows 7 will run MOST 16-bit MS-DOS programs. Dosbox is only necessary for a small fraction that play games with the BIOS, and which windows doesn't handle correctly, but DOSBOX has its own limitations. I can't speak for Windows 8, as I haven't tried it. And Windows 10 definitely won't run 16-bit applications, even those supplied with Windows 10 by Microsoft (e.g. EDIT.com)!

Windows x64 OS's do not support 16-bits. You can go back to an x86 OS by making your system dual boot or installing "Windows XP Mode".

The latter is good because it is a full version of Windows XP x86 in a window under your current system and programs can even be launched directly without 'booting' the XP virtual box first. The only drawback is you probably should disabled your internet while using it because XP is no longer patched.
