Unreliable Power Supply

I think I may have an unreliable power supply. Basically whenever I play a demanding game, it'll run smoothly for a while then it will lag like crazy then go smooth again. I have two monitors so while I was playing I had CPU-Z and GPU-Z open. I noticed when this lag occurs, the vcore drops from 1.42 to 0.93 in CPU-Z and looking at GPU-Z at the time the vcore drops I notice the perfcap shows that it is being limited by utilisation. When the vcore goes back to 1.4 I get VRel and VOp which are about the voltage reliability or so it says. So I'm thinking maybe the problems are related. However I know nothing about this stuff and any advice on how to prevent this from happening would be greatly appreciated.

CPU = fx-4170 (default clock)
GPU = GTX 660 ti
PSU = xpower? 780Watts (No rating)

The temps don't really change, once I've been playing for at least half an hour they max out at 70c, sometimes drop to 65, but mainly stay around 70. The lag spikes seem to have no effect on the temps. The cpu doent have the stock cooler either, has the Arctic Cooling Freezer 7 Pro.

Ok so I downloaded the Overdrive thing and I monitored it while under load and the lowest it reached under 97- 99% load was 8c in the thermal Margin section, im not sure what that translates to in terms of real temps, but im guessing its pretty bad. What do I need to do to fix this? Or is this normal?

Barely keeping up? I thought the cooler I had was a good one, not the best I know but still. How would I increase fan speed manually? there are options for it in that overdrive utility but the sliders aren't movable and and any other fan speed control program doesn't work.

Sorry to keep bothering you, but I've just been in the bios and whilst I can see the temps and the rpm the fans are spinning at, there is no option to increase or decrease it. Whilst I was in there I did also update the BIOS since it hadnt been updated since 2012. CPU fan was running at 2000rpm and the chassis fan at the rear was running at 1800. I also have an intake fan at the front which is usually on 70% power. Also when I built the machine I did try and hide cables to increase airflow through the machine. What else can I do? (I really appreciate your help btw)

Ok I did that, turns out it was disabled, so I enabled it and set it so that the fan is set to full power if the temp goes over 50c. Though when I tried to test it, I watched the thermals and if anything they've gone worse, I'm getting roughly 5c - 9c under full load.

I opened my case up and cleaned all the fans, wasn't much dust anyway but when i removed the heatsink, the thermal paste was dried up/ non existent. So I think thats whats causing the overheating issue. could you recommend some good thermal paste? Or will any do?
