Issues with playing videos (choppiness)

I am having some issues with video playback online (youtube - Netflix) as well as videos I play on my computer. It’s like the frames are dropping and the video is choppy. I downloaded and installed K-lite pack as well as DIVX player, codec and software was not the issue. When I play COD Ghost it does run fine with exception of videos also chopping. I have my video cards latest drivers and I did post this question on the EVGA forum but it may not be a video card issue so I am also asking for troubleshooting from Toms Hardware. My specs are:

GIGABYTE G1.Sniper Z87 LGA 1150 Intel Z87 HDMI SAT
Intel Core i5-4670 Haswell 3.4GHz LGA 1150 84W Quad
EVGA ACX Cooler 03G-P4-2784-KR GeForce GTX 780
G.SKILL Ripjaws X Series 16GB (2 x 8GB) 240-Pin DD
SAMSUNG 840 EVO MZ-7TE120BW 2.5" 120GB SATA III TL (master)
Hitachi ATA 500gb hard drive
650 Watt Corsair PSU

I can provide any other additional information required to help troubleshoot.
 
Solution
It didn't really do anything at all. I am going to give my computer a format and re-install everything again and see where that takes me. I only purchased all of the components in December so I am sure they all have warranty.

Zooshooter, nothing great 7mb. I have a laptop in my room that is capable of watching netflix and youtube without any issues.

Presler, itis all videos I am having issues with. The videos will play fine on my laptop.

The video section in Nivida Control Panel is is all checked off on "With video player settings". I switched to "With the Nivida settings" but the frames kept dropping.
