Really high and random ram usage

Hi guys recently built my new PC, everything was fine for awhile until it started to go really laggy when I tried launch a game so I though id just close the game down and it would go away but it continued and literally took the PC to a stand still and require me to manually turn off my PC by its power button, everything was fine when I rebooted but later on it happened again when I was just browsing through youtube and I managed to get task manager up to try and see what was causing it and my RAM usage was showing 90% and upwards so I left it hoping that it would go back down but it doesn't and every time it happens which is at least twice a day I have to turn off my PC by the power button.

My Specs are as follows:
i5 4670k @3.4ghz
Corsair Vengeance (2x4GB) 1600mhz
MSI Z87 G45
Windows 8 64bit
7200RPM 1TB HDD
Corsair TX750W
GTX 550 ti (Soon to be replaced by a 780 ti)

I have heard that windows 8 is what causes this problem but I am unsure if it is.
Any ideas?

Pull up task manager and see what process is using that much RAM. Tell me what it is, and I might be able to fix it.

Thats the problem, I even closed everything down when it was happening and it still stayed at 90% when nothing was open or using large amounts of memory :(

What I mean is that there could still be a background process. Pull up task manager, and look under he processes tab and filter by memory usage.

Yeah I know and its still shows nothing that is using enough RAM to warrent it to be at 90% like I was just playing Arma 2 which is a fairly intensive game and my RAM was only showing just above 60%

Look at the Control Panel section that says view ram and processor speed. It should say how much total ram is available for use.
