So recently I upgraded to FX-9590, I installed it and noticed for some reason its running at 4 Ghz instead of 4.7 like its supposed to. I browsed threads where people had a similar issue but nothing solved it. The motherboard model I have is GA-m68mt-S2 Rev. 3.1, updated to FC.

Well perhaps it's because you're using a motherboard probably more suited towards a 4300 and not a 9590? The 9xxx series CPUs are only supported by a handful of motherboards. Which means that if you don't have the one of the 4? motherboards, you pretty much wasted your money.

I'd see if I could return that 9590, and get a new motherboard and CPU.
