Solution
1080p monitor = one of those graphics cards , or a single 290
If you must use 16 gig of RAM use 2 x8 gig . For gaming more than 8 gig total wont help anyway .
Arctic silver isnt even as good as intels stock thermal paste , or noctuas probably
No SSD ? Really?

Get rid of the SLI and just use one single R9 290x, or downsize to 8gb RAM and then you could just about SLI two 290's.

Change the power supply to one built by XFX, Corsair, or Antec. I recommend an HX750 for a build with two r9 280's and an HX850 for one with two r9 290's.

I would also buy Windows 8 instead of 7. The Start menu will be making a return in a few updates, and you will receive support for the next decade or so.
