11 things wrong with my computer that needs solving.

READ EVERYTHING BEFORE POSTING!!!

Tech Specs:
CPU: AMD FX 6300 Vishera 3.5GHz
GPU: AMD HD Radeon 7850 2GB Sapphire OC Edition
Mobo: Gigabyte GA 970A D3
RAM: G.SKILL Ripjaws X Series 16GB DDR3 1333
PSU: Rosewill HIVE Series 650W
HDD: Western Digital Green 1TB
Case: Cooler Master HAF 932 Advanced

Problems:
1. Freezes up during games preferably LoL.
2. Windows explorers stops working randomly.
3. Copying files causes windows explorer to stop working. Or it just takes forever to copy
4. Start up issues, which include failing to load the operating system
5. Random shut downs when playing games.
6. USB Devices take forever to install at times and sometimes fail.
7. System will sometimes change settings like aero and wallpapers, usually happens on a restart.
8. Impossible to overclock anything without a mouse flickering and aero turning off. including my GPU which shouldn't be hard to overclock at all.
9. Computer likes moving desktop icons around in random places usually happens during start-up.
10. Chrome or any web browser freezes the whole computer up. (This hasn't happened for a while, but i just thought it would be good to include).
11. CPU temps fluctuate ridiculously, for example it went from 30C to 70C in a minute, and sometime will go down within seconds. AMD OverDrive is just complete BS, temps were at one point -2C.

Here is the list of things i did to try and solve some of these (These are basically all failures):
1. Virus scan shows no viruses at all.
2. Random shut down settings led me to Advance System Settings, i unchecked restart when an overheating component is present. Still randomly shuts down.
3.Tried moving components around inside to make sure everything was getting air and was secured tight.
4. Tried placing a high powered fan in front of the desktop. Also turned up the fan speed inside.
5. Performed several test to see what component was being the crappiest.
6. Tried checking PSU Voltages, they all seemed to be stable.

You dont have to solve all of them i just want answers, i feel like a bought a $1000 pile of crap loaded with tons of errors.

I would update your BIOS, reset them to the failsafe, and then re-install Windows. That wipes out BIOS setup issues and Windows issues. I would get some 99% isopropyl rubbing alcohol, clean your CPU/heatsync and re-apply thermal compound. That should take care of your CPU heat issue.

I don't think this will solve all 11 issues, but I think it will take care of most of them.

If you can find full hardware diagnostics or if your board has any diagnostics it would also be prudent to run them. Memtest86+, and your HDD diagnostics utility will do the trick. Also, Seagate's Seatools works well.

I would suspect the windows files are being corrupted. I might just re-install windows.

Yeah i will re-apply thermal paste, since i recently removed the old paste which was almost solitified. And when i get the time i will probably do a fresh re-install of windows.

i tried memtest recently and found no problems with my RAM.

So I found out that my cpu was overheating causing the random shut down problems. So today im going out to buy some artic silver thermal paste and im going to apply it on until I get a new heatsink. I also updated the BIOS which didnt do much. I wasnt able to test my HDD. And im still thinking about reinstalling windows, but in the mean time I need to get the computer to cool down with some new components until I do anything else.
